Dr. Kevin Harvey , M. Sc. (I.D.), M.P.H., MB., BS
HIV/STI Senior Medical Officer

Dr. Kevin Harvey joined the National HIV/STI Programme in 2002 as Coordinator of Treatment, Care & Support for People Living with HIV/AIDS (PLWHIV). During his tenure as Coordinator for Treatment, Care & Support he developed and implemented a comprehensive programme providing vital treatment and care including the delivery of ARVs to PLHIV. He guided the island-wide expansion of the prevention of Mother to Child Transmission (pMTCT) programme leading to marked reduction in vertical HIV transmission. He also spearheaded the introduction of HIV rapid testing leading to over 180,000 HIV test being conducted each year.

Terry Ann Frith , BSc, MSc, LLB
Coordinator, Projects Implementation and Administration

Terry Ann Frith joined the National HIV/STI Programme in 2002 as a Project Assistant in the Finance and Procurement Unit and later served in the capacity of Procurement Manager. She was instrumental in ensuring the efficient and transparent procurement of pharmaceuticals, civil works consultants and goods and services required by all components of the programme, as well as developing terms of references for major consultancies.

Sannia Sutherland , B.Sc.Public Administration, MSc Governance and Policy
Director, HIV Prevention

Sannia Sutherland joined the National HIV/STI Programme (NHP) in 2004 as a Senior Programme Officer and later served in the capacity of Prevention Technical Officer. She currently serves as the Director, Prevention where she provides strategic management of the HIV Prevention Programme.

Dr. Carrington , M.P.H., M.B.B.S., B. Sc.
Director, Treatment and Care

Dr. Debbie Carrington started her post internship medical career in 1999 at the Kingston and St. Andrew Health Department. She remained there as a Medical Officer until 2003. While there she worked in many of the over forty health centres and realized her love for primary health care and public health.

Faith Hamer , M.P.H., Diploma (International Relations), B.A. (Hons)
Component Coordinator, Enabling Environment and Human Rights

Faith Hamer joined the National HIV/STI Programme in 1990 as a Communication Officer through PAHO, having worked in Jamaica as a Print and Broadcast Journalist and Communications Specialist. During her tenure (1990-1991), she coordinated face-to-face interventions and developed support material, in particular a videotape script on condom use among women called ‘The Gift’. Ms. Hamer returned to the NHP in 2002 as Coordinator, Prevention. As Prevention Coordinator, Ms. Hamer provided oversight and technical guidance for the development of HIV/AIDS workplace programmes for five line ministries and supervised targeted research, support material and mass media campaign development and execution.

Dr. Jacqueline Duncan , M.D., M.P.H. (ABIM and ACOEM certified)
Director, Monitoring and Evaluation

Dr. Jacqueline Duncan is an internist and occupational medicine specialist who joined the National HIV/STI Programme in 2004 as Director, Monitoring & Evaluation (M&E). She has been instrumental in strengthening the HIV M&E system through development of a national M&E plan, stakeholder capacity building, implementation of various data collection tools and research. She is co-Investigator for HIV vaccine trials in Jamaica and has presented at several national and international conferences.
